I activated the skill (white sparkle on the cursor)
but when I click the item, I equip it instead..
So how do I appraise?

Instead of clicking the item, click your char or other player. Later the box to appraise will appear.
this thread maybe old enough, but I want to add information for the newest people that don't understand about it..
1. uncheck "trade" in option list
2. click the appraise skill
3. click the cursor with highlight/sparkle to the character
4. the item and appraise window will show up and now you can appraise
