Defenders POV only:
I made 2 lvl 82 ancient maces:
Full Melee/penetration (read: 17/20%)+0
Melee/WA (read: 17/6%)+4
The latter I already had before trying the former, so WA value is low since it also had some other stuff on it I do not need in this calculation (ie: AS).
Turns out the WA did only slightly less dmg than penetration. I did not feel much of a difference switching the two on different pdef targets (such as scouts vs defender or fighting a dekan or dhan instead).
Now consider WA also being 20%, being boosted by mace-buff and having added WA from plussing your weap.
Also considering that 1 WA is approx. 1.65 melee ... turns out that WA for me is the better option.
Ergo, WA should scale a lot more at higher % and higher lvl.
I'm interested to see other people their results.
Ow I see. I thought penetration is something that is like a crit or something. For example in normal attack; there is a chance that when you hit, you will penetrate ones armor, as a result, that hit will cause more damage compare to your normal hits. And that damage has an additional damage base on the target's armor.
Personally I thought it would ignore your opponent's pdef for said percentage (imo the most logical explanation).
Maybe it does.
I just didn't feel the impact being huge, and expected it to hit more on high defence classes.
