tried deleting the gameguard folder from your game directory files, then starting up the client so it auto-patches?

Try to copy the whole installed game file from another pc instead rather than just the download file. If it works one 1 pc and not on yours, it's most likely a 3rd party program / virusscan/firewall colliding with the gameguard
