Yes, unfortunately it needs that high of enhancement. It was easier a year ago since the enhancement rates were MUCH better than now. :(
Might have to use a few +12 enhancement tickets to get there.
As for the onyx weapon- some mirror dungeon bosses drop sealed onyx weapons. It's been been a while since I evolved my arrendal so I forgot whether the sealed parts can be used for the evolution. If not, you can just run over to the forge npc and place an accessory into the slot to complete the onyx weapon.

It's a lot of work to level/evolve trinity weapons but the 3 slots when it's transcended is definitely worth it!
