go to the royal teleport thing, stand in front of it and point your camera upwards (to the sky), you should now see the castle appear behind the portal. Run through the portal (eventually, keep your camera pointed upwards when walking through the portal)
old bug make sure the castle has loaded like eagle said then u cna get in
If you cant see the castle in the bacground (floating in the air) then dont go in the portal. Aside from that there is a sundries merchant down there and you can also use the gathering hall button to get out of the water.
