Grim Reaper npc

I just turned level 90, and I see there are a lot of quests I can do. One of them is for the title ticket 'Soul Reaper' which would be very nice to have. The trouble is: I don't know where the npc to start any of these quests is. He is called the Grim Reaper. I had assumed he would be in the craft studio(that's where the quest finder said he was), but I can't locate him anywhere. Does anyone know where I can find the npc to start any of these quests? Soul Reaper is long gone. i think that quest was from October event last year

so why am I still able to get the quests then?

How do you get the title now? Is there an npc to get the quest for it?

Hello raven8er, it was a system event. We will add a suggestion to add a way, so you may be able to get the title.

Just curious, where do I find the npcs to register for system events?
