no , one does not have to purchase the certificate to become guardian , if you accepted the guardian quest and has it on your quest menu , just press quit quest , then re take the quest from istvan baleys to solo it as usual .
i did the guardian quest myself yesterday and ended up with same problem as you , so i just opend up my quest menu with J and pressed , quit quest , and toke the quest again , then it worked fine .
