There's a ring you can get from a quest that gives +4x to a stat, it's unrefinable, but you can use it enchant a weapon. Does anybody know what the quest is, where to start it, and what you have to do to complete it?

its the chain quest from gratt. first part of quest i think starts at southern bind. its like 20 quests long and at the end you get the praying mantis 50% perma mount and 3 lvl 1 rings with random stats on them. totally random. at one point i did on 6 characters at same time and ended up with only 1 rings that was 4x psych and rest was trash.
