After attempting to add 25 RP, the "ADD RPs" page only shows "Troubling Shooting Here", and I cannot use the 25 RPs to buy anything either. What's going on?

After attempting to add 25 RP, the "ADD RPs" page only shows "Troubling Shooting Here", and I cannot use the 25 RPs to buy anything either. What's going on?
