Is new upgrade weap get boosted?

Hello GM,
Happy holiday. I have a question about the Jin's Comp Event.
Does new upgrade get boosted as well?
For example, if I have new upgrade int, str, and vit mixed club with 30% magic and 40% melee attack, would it still be able to get the boost?

If so, 41% magic and 54% melee and 100+ on int, str, and vit...will be really really op....let me know ..so I can try to make another one...^^
