No NPC No Warp

Hello I'm not sure where to begin but I've been trying to get this game to work but failing to do so drastically.
Every time I've tried to enter in game there are no npc's nor portals nothing.
I've managed to get the game working once in the 100 attempts I've made and I did so by playing with the options in the launcher for resolution, vertex processing and fullscreen/windowed options although I haven't been able to play again.
I have also tried reinstalling the game twice downloading the installer twice from gamershell, no change. Went to the forums to find I've done most of what was suggested.
My internet is a stable 1Mb/s connection and since I've managed to get the game working fine once I believe specs-wise it should be okay.
Do what?

Try to clean your computer. Use CCleaner.
